杭州经济技术开发区是1993年4月经国务院批准设立的国家级开发区，行政管辖面积104.7平方千米。目前在34平方千米建成区构建了完善的基础设施，优美的园区环境，便捷的生活设施，高效规范的政府服务；建成了全省最大规模的杭州下沙高教园区及全国首批试点的浙江杭州出口加工区。2004年，经国家商务部评定，投资环境综合评价位居全国国家级经济技术开发区第10位，被日本贸易振兴机构评为中国75个城市开发区投资环境最佳开发区。
根据杭州市“构筑大都市、建设新天堂”的战略目标，以杭州经济技术开发区为核心的杭州城市东部178平方公里是杭州大都市的副中心（即下沙新城）。建设目标是以高新技术产业与先进制造业为基础，集合行政商务、教育科研、生活居住等功能的花园式生态型现代化新城。当前，杭州开发区正在加快推进城市化进程，建设行政商务中心区、沿江生态居住区、城市轨道交通、德胜快速路、江东大桥等重大城市基础设施，加快发展现代服务业和文化、教育、卫生、体育等公共事业，大力培育城市功能，全面提升城市形象，努力打造现代化、国际化、人文化的城市副中心。 | |

Hangzhou is
located in the southeast coast of China and the lower
reach of the Qiangtang River. It is a core city in the
south of the Yangtze Delta. The city covers an area of
16,600 square kilometers and has a population of 6.6
million, in which, urban area 3,068km2 and population
4.09 million. Hangzhou has developed economy and
prosperous markets. Its economy has been keeping a
two-digit growth rate for 15 years. It is one of the top
ten cities with the highest general competence. In 2005,
Hangzhou realized a GDP of RMB291.9 billion with GDP per
capita of USD 5431. The total retail volume of
consumable products was RMB97.5 billion and total import
and export of USD30 billion. There have been 7,678
foreign-invested companies approved to establish in
Hangzhou with an actual foreign capital utilization of
USA8.7 billion. Among them, there are 53 Fortune 500
companies. Hangzhou has a good investment and business
environment. It has been awarded "National Model City in
Environmental Protection", "National Hygiene City",
"International Garden City" and "China's Safest City".
It was granted Habitat
Scroll of Honor Award by the United Nations. In 2003 and
2004, Hangzhou was rated first place in "China's Cities
of the Best Overall Investment Environment". In 2004 and
2005, it was rated first place in "the Billboard of Best
Commercial Cities in Mainland China" by Forbes. Hangzhou
is branding its name of "studying in Hangzhou, living in
Hangzhou, touring in Hangzhou and doing business in
Hangzhou". Hangzhou has rich cultural heritages. There
are 6 higher education parks in the city and 36 higher
educational institutions such as Zhejiang University,
providing education for 350,000 college students (20,000
graduate students). There are 80 plus specialized
research institutes with 300,000 plus various
professionals and technicians. |

design, biopharmaceuticals, and Technology intermediary
enterprises, plans to 5-8 years for the operation done to
create a mature quality of the science and technology park.
